Notification on Solicitation for Lighting Works
 
Project Profile
The 8th Guangzhou International Light Festival (short for Light Festival) is scheduled to be held on November 14th 2018. On the occasion, there will be synchronized visual effects amongst Canton Tower, Haixinsha Asian Olympic Games Park, Flower City Square, Bridges along the upper navigation route of the Pearl River (Liede Bridge, Jiefang Bridge and Haiyin Bridge), 14 corridors within Zhujiang New Town and some branch venues which will ooze a charm of avant-garde technology and artistic creation.
In order to promote the public awareness of the Light Festival and the strategic growth of Guangzhou, we are now collecting lighting works from artists and all social circles globally. Here are the particulars:
Project Name: Guangzhou International Light Festival 2018
Host: The People’s Government of Guangzhou Municipality
Organizer: Guangzhou Ruifeng Audio Technology Co., Ltd. (short for Ruifeng Tech.)
Guangzhou Ruifeng Culture & Communication Co., Ltd. (short for Ruifeng Culture) has been appointed by Ruifeng Tech. to be the curator of the Light Festival and to solicit for lighting works for this event on behalf of the organizer and make preparations in all respects accordingly. Ruifeng Culture is held responsible for the solicitation for lighting works.
Project Location: Canton Tower, Haixinsha Asian Olympic Games Park, Bridges along the Upper Navigation Route of the Pearl River (Liede Bridge, Hainyin Bridge and Haiyin Bridge), 14 corridors in Zhujiang New Town and some branch venues.
 
Duration:
The Flower City Square: November 14th 2018 - December 2nd 2018 (to be confirmed);
The bridges: November 14th 2018 - May 30th 2019 (to be confirmed).
Theme:
Light and Me (the mutual connections between humankind and light).
 
Period of Submission
Registration Period: May 7th 2018 - June 20th 2018
Screening of conceptual designs and proposals and appraisal by experts: June 21st 2018 - June 24th 2018
Announcement of Short-listed Works: June 25th 2018 - June 30th 2018
 
Registration
1. Log onto the official website of Guangzhou International Light Festival (www.gz-lights.com), click “Work Solicitation” to download the registration form and submit the duly filled-out form to the official email address (info@gz-lights.com) within the specified time period.
2. Follow the Guangzhou International Light Festival (ID: gzlights) on WeChat, type the key word “Register” into the dialogue box for access to the link for downloading the register form, and submit the duly filled-out registration form to the official email address (info@gz-lights.com) within the specified time period.

Note: The information supplied onto the registration form is subject to a due investigation, upon completion of which necessary directions will be given to the applicant via email.
 
Requirements:
1. Requirements on works to be displayed on the in the Flower City Square:
*Works in the Flower City Square are divided into two groups: Occupational Entrants and College Entrants.
 
1) Occupational Entrants
A. Objects:
a. Artists, professional designers and their design agencies domestic or abroad.
b. Design aficionados and personnel serving in the illumination industry within China (including Hong Kong, Macao and Taiwan).
B. Quantity of works: 12 sets
C. Requirements on the works:
a. The works shall be redolent of such things as innovation, harmony, eco-friendliness, openness, sharing, image of Guangzhou and the cultural diversity on Chinese territory.
b. Specifications: the land area in use exceeds 100 square meters and the height is to be determined on site.
c. Any work not intended to stand on the ground is subject to approval. It is necessary to describe such work in the design in detail (e.g. floating in the air or projected onto a screen, etc.).
d. Each work shall embody some footprint of scientific and/or technological innovation, be made of eco-friendly materials, solidly structured and practically tested, ooze some aesthetic and also be capable of being deployed outdoors.
e. Each work shall be interactive, engaging and intriguing, and have an appearance in the daytime which is linked to how it looks at night.
f. Each work shall be pragmatic and deployable.
g. In relation to any work which has been exhibited on other light festivals or has been accomplished altogether, it is necessary to submit a proof of its participation elsewhere, describe where it was created and later exhibited for the first time. No such work may be submitted until it has been both collated and approved by the organizer.
 
2) College Entrants
A. Objects:
a. Doctoral students, postgraduates, undergraduates and college students within China (including Hong Kong, Macao and Taiwan).
b. Students majored in art or design from colleges and universities domestic or abroad.
B. Quantity of works: 12 sets
C. Requirements on the works:
a. The works shall be redolent of such things as innovation, harmony, eco-friendliness, openness, sharing, image of Guangzhou and the cultural diversity on Chinese territory.
b. Specifications: the land area in use exceeds 36 square meters and the height is to be determined on site.
c. Any work not intended to stand on the ground is subject to approval. It is necessary to describe such work in the design in detail (e.g. floating in the air or projected onto a screen, etc.).
d. Each work shall embody some footprint of scientific and/or technological innovation, be made of eco-friendly materials, solidly structured and practically tested, ooze some aesthetic and also be capable of being deployed outdoors.
e. Each work shall be interactive, engaging and intriguing, and have an appearance in the daytime which is linked to how it looks at night.
f. Each work shall be pragmatic and deployable.
g. In relation to any work which has been exhibited on other light festivals or has been accomplished altogether, it is necessary to submit a proof of its participation elsewhere, describe where it was created and later exhibited for the first time. 2. Requirements on works to be displayed at other key sites
1) Canton Tower Light Show
A. Artistic design and presentation by use of fancy light in the heart of the tower
B. Artistic design and presentation on the entire body of the tower
C. 15-minute light show at Haixinsha Asian Olympic Games and South Section of the Flower City Square
D.  Design of music to the accompaniment of the light show
2)  Bridges along the upper navigation route of the Pearl River
A. Quantity of works: 3 sets
B. Innovative design with a focus on Jiefang Bridge, Haiyin Bridge and Liede Bridge.
C.  Each work shall be made of solid material which is feasible to be displayed.
3) Synchronized lighting effects amongst 14 corridors within the Zhujiang New Town
A.  Quantity of works: 14 sets
B.  Each work shall be planned in a way to fully demonstrate the urban landscaping notion, feature a combination of technology and art, enrich the daily life of the humankind, improve the public image of Guangzhou and secure more attention from the general public to the night view of the city.
C. The lighting equipment shall be made of new materials which can fit in with the exhibition facilities, enable the works to blend with the peripheral environment naturally, and guarantee the quality of works on display and the visual harmony on site.
4) Branch Venue: Nansha District
A. Quantity of works: 10 sets
B. Each work shall be planned in a way to fully demonstrate the ocean and sci-tech themes, feature a combination of technology and art, enrich the daily life of the humankind, improve the public image of Guangzhou and secure more attention from the general public to the ocean and sci-tech innovation.
C. Main sites: Jiaomen River Section and Citizens’ Square in Nansha District
D. Full consideration shall be given to the factual circumstances in the relevant site, so as to enable each work to blend in with the existing environment and ensure each work to appear in high quality and harmony with the surroundings.
E.  Each work shall be made of as much eco-friendly material as possible, whilst pollution and wastage shall be minimized. All works shall be able to be safely exhibited outdoors for 20 days or so, on the strength of their craftsmanship, power supply safety and visual effects.
F.   Each work shall be interactive, engaging and intriguing, and have an appearance in the daytime which is linked to how it looks at night. It is encouraged to adopt the contemporary mode of artistic creation and demonstrate the great nature on the planet.
5)  Branch Venue: Science Center (Huangpu District)
A. Quantity of works: 1 set
B.  The work must bear a theme “development” and features artistic images projected onto the facade of the Science Center, which will also be furnished with lighting fixtures in order to render lighting effects in a comprehensive way.
C.  The designer shall take full account of the operability and esthetic of each work in the course of designing work.
 
 
Appraisal
1. To ensure the equality and fairness of the appraisal work, the organizer is to invite professors from colleges and universities of art, famous designers, engineering technology experts and planning experts, etc. to form an appraisal panel which will appraise and judge the value of each work on multiple dimensions.
2. Appraisal process
Screening and expert appraisal of conceptual designs and proposals: June 18th 2018 - June 24th 2018;
Announcement of 45 short-listed works: June 25th 2018 - June 30th 2018.
3. Scoring criteria:
1) Artistic presentation: 25%
2) Technological feature: 25%
3) Interactive element: 25%
4) Eco-friendly performance: 25%
 
Funding
1. Financial Support:
1) The organizer will judge whether any financial support is needed as per the specific budget for each work.
2) The organizer will decide on the amount of financial support in the light of factual circumstances.
3)  An author may raise his/her request for financial support to the organizer which may provide such support as needed.
4)  An author may seek financial support on his/her own, and the organizer may also seek financial support for an author.
2. Technical Support:
1) The organizer shall provide relevant support as per the demand of each work for power supply. 
2) The organizer is responsible for security guarding during the exhibition of works.
3. Advertising Support
1) The organizer shall design advertising posters specific for outstanding and characteristic works. 
2) The organizer shall shoot advertising videos specific for outstanding and characteristic works.
3) The organizer shall launch an intensive amount of advertising on mainstream media for outstanding and characteristic works.
 
Annotations
1. In case the same work is submitted by multiple authors, the earliest submission shall prevail.
2. No design proposal shall contain anything either in contravention of the Constitution of the People’s Republic of China or any other laws and regulations or anything suspected of ethnic or religious discrimination or against social ethics and moral standards.
3. The designer shall retain his/her manuscript. Neither design proposal nor any material submitted therewith will be returned.
4. The organizer shall have the right to amend the final proposal, whereas the author shall cooperate with the organizer in an active way until the original proposal has been improved and finalized accordingly.
 
Copyright
1. Each work must be the original creation by its author or the team to which the author belongs. Any author whose work is either discovered to have copied or plagiarized any other person’s idea or concept or involved in any copyright dispute or intellectual property right dispute whatsoever shall be held liable on his/her own for the consequences resulting therefrom and will be disqualified by the organizer from appraisal.
2. The sponsor and the organizer shall have the right to publish the names and contact details of those authors whose works have been short-listed together with the information regarding their works on relevant online publications and advertising literature.
3. The entrant shall agree the sponsor and the organizer to use the work submitted by him/her and relevant information in relation thereto, and also grant to the sponsor the right to use and copy his/her work for free on a non-exclusive basis for the sake of advertising and promotion on, including but not limited to, relevant publications, exhibitions, awards events, touring displays, collections, TV/online/radio/print presentations, etc.
4. The sponsor and the organizer shall have the right to adjust outstanding works or their derivative productions in the light of their demand for presentation and also their technical requirements. Subsequent matters are to be discussed into depth with the relevant author upon completion of the exhibition.
5. The author shall confirm and agree that any work submitted by him/her may be used by the sponsor and the organizer repeatedly in materials relating to the event without any restriction and without paying any fees therefor. Any third party (e.g. illumination designing and engineering firms, colleges, universities or relevant entities, etc.) will have the duty to communicate with the owner of the copyright in the relevant work and ensure the relevant owner to agree with the terms and conditions in question. Neither the sponsor nor the organizer shall be held liable for any dispute over copyright.
 
 
Miscellaneous
The entrant shall identify him/herself with all the terms and conditions contained in this notification on solicitation for lighting works before being allowed to get registered. The organizer shall have the right to amend or cancel any detail in any work where necessary in the course of solicitation for works. As to any question on these rules, the organizer retains the right of final interpretation.
 
Precaution:
Each author is required to read through all the rules carefully and supply his/her personal information as required. The organizer will strictly appraise all the submissions. Any work failing to comply with any of the set rules or lacking in any necessary element are not subject to appraisal. The judges own the absolute right to appraise the works. To facilitate the organizer to reach the authors conveniently, each author shall supply accurate contact details in order to enable the organizer to timely communicate with him/her over any problem that may arise in the submission process and serve a notice on him/her.
